INSTANT REPLAY
AST uses instant replay review to allow officials to review certain types of plays in order to determine the accuracy of the initial call of the umpires on the field. Coaches have 20 seconds following the conclusion of a play to initiate an instant replay, and each team is granted THREE challenges per game. New replay rules for the 2024 season include managers holding up their hands immediately after a play to signal they are considering challenging, with the umpire starting a 1 min replay clock once the hand is up.NO CHALLENGING STRIKES OR STRIKE ZONE.
Late Tournament Withdraw Policy:
WITHDRAW POLICY PRE-EVENT
A.) Any “confirmed” team (a team marked confirmed, paid deposit or paid in full) that drops out of a scheduled event after an event sells out or less than 8 days prior to the start of that event forfeits their entry fee. If the full entry fee was not paid online this team must pay the full amount before playing in any future AST events.
B.) Any team that pulls out of an event after the pool play schedules have been published will pay the full entry fee and will be fined $200. That fine as well as payment in full must be paid immediately! Any unpaid fines will result in that team not participating in any event and notification of suspension to all other tournament associations until paid in full.
C) if your late withdraw kills an entire age division, your team (to the discretion of the director) will be responsible for all lost revenue to the event including but not limited to, lost umpire wages, park rental, loss of gate fees, potential merchandise sales, and potential credits to teams who have lost the opportunity to play due to your withdraw.
D) When entering an event , teams understand that AST may have to alter the format or Guaranteed games based on weather or other forces of nature. We may need to change locations of events for reasons beyond our control as well. Teams agree to abide to changes in schedule if out of AST control.
*If you have to pull out of a tournament after entering make sure to call and email the “listed” lead director and you must make sure to receive a confirmation by email from the director that he is aware you are pulling out.
*I agree when paying AST on-line I will not request a chargeback after I have paid.
All teams accept the above policies and guidelines upon entering any AST tournaments.
Any withdraws must be done on the ALLSTATETOURNAMENTS.com website and can only be done while the automated withdraw capabilities are still available.
Effective 8/1/2024 - AST will only allow 3 grade exceptions per age division. AST does allow age exceptions. In divisions 5U – 18U, all players participating inAST Baseball tournament play shall always have photocopies of their original birth certificate in the possession of their team manager. The Batter
Batting line up
You can bat 9, or bat as many as you would like on your roster in continuous lineup with EH’s. You may use one DH & EH from your lineup.
all eligible subs must be listed on the lineup card. Your official lineup must be presented to the opposing coach and the plate umpire prior to the start of each game.If a player is injured or unable to play, the team must take an out for that spot in the lineup, the first time his spot is up. A player that has not batted or played in the field, and is injured, would simply be skipped and taken out of the lineup. You can use both a DH and an EH.
Teams may play an official game with an eight (8) player line-up. If a team plays with an eight (8) player line-up, a ninth (9th) player and all subsequent players may be added to the bottom of the batting line-up as soon as they become available.

No new inning after 1:35
pitchers allowed 3 innings max per day (coaches please watch pitch counts for these young players)
No fake bunt/slash swinging permitted ages 8U-13U (14U and up is OK) Infield Fly Rule:
An infield fly is any fair fly ball (not including a line drive or a bunt) which can be caught by an infielder with ordinary effort when first and second or first, second and third base are occupied, before two men are out. The rule is in place to protect against a team allowing a shallow fly ball to drop in with the intention of causing a force play at second and third or second, third and home. Otherwise, the team would be able to force out baserunners who had stayed put on a routine fly ball.
In these situations, the umpire will declare "infield fly" for the benefit of the baserunners as soon as it is apparent that the fly ball qualifies as an infield fly. The batter is out even if the ball is not caught, and the baserunners can advance at their own risk. If the ball is caught, the baserunners can attempt to advance as they would on a typical ball caught in the air. Protocol for all rules questioning
Coaches please do not stop the game on judgement calls, only ruling questions that you think may not be right. If there is a question on a judgement call, if appropriate politely ask umpire for help from their partner. Otherwise, do not stop the game.
If you feel a ruling is not right ask the umpires to stop the game and get onsite director to make official protest before next pitch. Do not wait until after another pitch has been thrown.
Coaches/Parents conduct policy guidelines:
The following will be enforced at all AST events.
If anyone breaks the following rules, the td will have the right to remove them:
Every event is staffed with an onsite director.
Foolish behavior will not be tolerated
Parents not to approach AST staff regarding on-field issues, we deal with coaches only.
At no time is any parent to approach or confront an umpire. This is cause for immediate removal from the entire event.
Tournament Directors will have an expanded commitment to enforce proper behavior through listed items below.
Ejecting parents and coaches when bad behavior is demonstrated.
Forfeiting the game if the behavior has continued amongst others afterwards.
Removing coaches, parents, or the entire team for the entire event for confrontations in-game or post-game. Anyone may be removed by the site director or the police detail on site. All altercations will be dealt with on a case-by-case basis.
Why is AST doing this?
To improve and enhance the experience for all who attend our youth events through respectful behavior in the stands and in the dugout by all who attend.
Can I as a coach still debate a call with an umpire?
Are you the head coach? Then yes you can, make sure to do it in a positive manner and do not ridicule or belittle the umpire. When respect is displayed both ways and everyone speaks to each other like adults, positive things happen. Speak to the umpires like you would want your customers speaking to you at your job.
Do you feel a wrong ruling call was made?
Umpires can reach the Tournament Director. If a ruling is made that you deem to be not correct, then ask the umpire to stop the game and reach the TD immediately. They will report to your field and make sure that the correct ruling is made. Do not stop the game on judgment calls, only rulings. Do not question the umpire in charges ruling as he is a walking rule book.
What do we consider a bad behavior?
Any verbal or physical abuse.
Any foul or profane language directed or “perceived to be” directed at an opponent or AST staff or official. (quiet, under the breath remarks not directed at anyone will be issued a warning)
Relentless questioning or ridiculing an umpire.
We at AST know that everyone will not always agree with an umpire’s calls. We can promise you that AST umpires are out there doing the best job that they can do and do not care who wins any game.
On Field Team managers must have full control of their players, coaches and spectators at all times. This means “on” and “off” the field.
At no time will any participant be allowed to smoke or consume alcohol on the fields or in the dugout while participating in an our events.
Managers are to report any cheating, unsportsmanlike or derogatory acts by players or spectators to the tournament director.
Managers, coaches, players, sponsors and teams are liable for suspension by not adhering to the tournament rules in effect. This could mean suspension for a game, games, tournament or a longer duration depending on the act of violation.
A player, coach, manager or sponsor may be suspended for fighting, abusive tactics or unbecoming acts.
There should be no action that could reflect adversely on the sponsor, team or division. Teams should remember that the wrong actions of even one player could reflect on the entire team and the various sporting programs. It is the purpose of AST - to conduct the best possible tournaments from all aspects. To obtain this goal we must have the cooperation of each player, manager, and coach. Teams are guests in the city that the tournament is being conducted. Nothing should occur that would reflect adversely on the teams, players, host city or AST. Therefore, it is required that all teams in the tournament comply with the following rules:
Thank you and please let us all enjoy watching these kids make incredible memories playing a game we all love and cherish.
